pain on top of the foot

My husband has pain in the morning similar to the pain described by those with plantar fasciitis except that the pain is on the top of his foot, not the heel. It is on top of the instep, but does not radiate down into the arch. The first few steps in the morning or after a long period of inactivity are quite painful, but then the pain resolves itself. We are quite baffeled as to what this could be.

Could be the posterior tibial tendon. Could be some of the plantar fascia below the arch area. Get it looked at quickly cause you could have the beginning of a posterior tibial tear
