What is a "release"?

Just what exactly is a 'release'? What exactly are they cutting in a PF and/or TTS surgery?
If they are cutting into nerves, wouldn't a neurosurgeon be more qualified than a podiatrsit?

A release is the cutting of the plantar fascia. . In TTS surgery a ligment is release that is holding the posterior tibial nerve and its branches . An orhopedic and or podiatric surgeon would be the choice due to training an experience. A neuro-surgeon operated on nerves but rarely this one
