My daughter is a gymnast, and is suffering with Seavers. What is the best treatment. Should she wear some kind of heel cup? help?

Sever's disease has been talked about in detail on this site, many times. To review the material, do a search on this site under 'Sever's' and you'll obtain a lot of information.

Severs disease pain can almost always be totally eliminated with orthotics.
The only problem is that a gymnast does much activity barefoot. I have used a comination of taping and plastic heel cups for individuals involved in gymnastics. Motion control running shoes plus orthotics should be worn almost all the time when not doing gymnastics so the heel is 'spared' for the sport.
