its usually caused by a neurological incident of some type. i.e. pinched nerve in lumbar spine or from the brain usually a stroke. When you walk and your foot swings forward the toe lifts slightly like a drawbridge. The purpose is that your toes dont catch from something like going from tile to carpet. This may seem like a small thing but if youy catch a toe and trip a hip fracture or similar can occur. THAT can be a big problem.

What controls the forefoot to lift is weakened. If the cause cant be repaired with therapy or surgery they may use a foot drop brace (afo) to control it. It is plastic or carbon fiber and it lifts the forefoot.
