You are going to hear Democrats talking about how the Bush administration had its sights on Iraq before 9/11 and how they used 9/11 as a catalyst to attck Iraq. This is a link to the reason why they will be talking about this during the election year. This article I believe dates 1992.

The Bush administation 'does not play by the rules.' What rules? The UN's rules? The UN is a good concept but it is run by countries, the majority of which, are not democracies, many horrid dictatorships, Syria is on the Security Council, Libya dealing with human rights...

Just curious not trying to sell my point of view. Do you believe Wolfowitz and Cheney wrote a doctrine in 1991 discussing a pre-emptive plan to attack Iraq? Also named were North Korea, Syria, Libya.

Not really able to use the word 'believe' because this was either something that happened or did not. We have contingency plans for wars in virtually all parts of the world -- it is part of our military strategy and what people in the defense department and pentagon do for a living. The formulation of such plans does not imply that war is going to happen or that it is part of our policy. If some person brought this up as a point of criticism, I would question the motives and intent of that criticism.
