I would have your daughter seen by a podiatrist or pediatric orthopedist. Having 'pinky' toes as large as her big toe (hallux)should be addressed. This can be from extra bones within the toe, or can be from other soft tissue disorders. This can result from an entity called local gigantism or can also be from abnormal increased blood flow to the area and a myriad of other causes, most of which are of no health risk to your daughter. Having surgery for this condition would not be considered cosmetic since it may cause problems with finding proper shoes and may affect her function. Her age is certainly an important factor and the cost of the procedure would be dependent on the actual cause of the condition. First you should see a specialist and the area should be evaluated and x-rayed to determine the next step.
