Tarsal Tunnel Operation

We have visited more than five doctors regarding my husband's SEVERE
plantar fascititis. All conventional treatment has been tried: casts, cortizone, orthotics, Ossatron, etc. and now the fifth doctor says that he suffers from Tarsal Tunnel and is willing to do the operation. He is the first doctor who actually considered surgery and says that my husband will only get worse if they don't try something.(which he has over the past three years) What is the percentage of healing from this problem if operated on? He cannot walk on his foot (walks on the side) has been off work for three years.

Has he had an NCV (nerve conduction velocity) test?
