What are the stretching excersises that help with this condition?

My husband just went to his FOURTH doctor (after hearing 3 different treatment plans) and she told him not to stretch while it is hurting and inflammed. She said it would make it worse, and to wait until it is healed to stretch to prevent it from coming back.
Two other doctors did tell him to stretch, so I'd love to know what others have been told.

I am a diabetic (type 2) and have been having pain in my left ankle going down and under the sole of my foot. It is not present all the time, however I have it quite a bit upon waking in the morning. It makes it difficult to walk and sometimes even to wear shoes. I can even be resting and it will start to hurt, severely. Should I consult my doctor immediately? I might add I am 67yoa and have broken my left foot twice.
