Cheap shoes

My sister, who has a long history of financial problems, is suffering PF. She wears very cheap shoes with a lot of flex in the soles.

Would a good pair of shoes, such as low-cut light hikers, with good inserts help reduce the problem?

Although I don't know your sister's problem, a good pair of shoes and inserts is always beneficial and certainly better than a pair of low quality shoes. I often recommend a pair of Merrell's (about $60-70) and a pair of PowerSteps (about $35) for a relatively inexpensive but effective combination.
