Gout hammertoe fallen arches tendon damage

My friend is a male 49 years old. Surgical repair of the main tendon in his right foot was performed in his late teens, early 20s. He has a large 4 or 5 inch scar along the inside of his foot. He has extremely flat feet and his right foot bulges severely on the outside of his big toe. He frequently suffers disabling joint pain from gout and must be diligent with his diet. There's great difficulty finding shoes that fit and 2 pair are needed because the right foot requires a size larger than the left to accomodate hammertoe. Otherwise several socks are needed to make the left shoe fit. Daily activities are often severely limited because of foot pain from the various or several sources and I'm wondering if this man might be eligible for disability. (thx!)
