How do you find a doctor that specializes in surgery of plantar facsiitis?

On March 24th, my friend had surgery for plantar fasciitis, and is still in horrible pain. He has been battling this condition for several years and finally turned to surgery as a final option. The surgery involved an incisional release of the tendon, but the pain has not changed. I am attempting to find an expert for him in surgery and have searched The American Academy of Podiatric Foot and Ankle Surgeons etc. Does anyone know of a leading expert in this field of plantar fasciitis surgery?
We live in Illinois, but would consider being treated elsewhere.

Hi had my PF surgery on May 5th. I am doing a lot better with some minor aches still and that will take time to heal. My doctor is great, I can recommend him. I live in Chicago. My doctor is located in Hickory Hills, his name is Dr. Francis J. Rottier (708) 216-8563. Good luck.
