I've had heelpain in both feet for 13yrs ,tried everything except surgery,I have never had morning pain, tried every stretch out there. Had a MRI a few months back it was normal. Some DRS. said its deeper than the common PF they see, but put me on the PF regime anyway.Only thing that helps me get by is some custom made foam orthotics. I've tried a dozen others that didn't help. Ice is a temporary fix for an hour or less. If its not PF what is it ????

Your feet problems have turned into plantar fasciosis (degeneration).
Have you tried ESWT yet? Massage?
Have you tried Active Isolated Stretching? (I've had great success with this technique, while others have failed. But even with great success and better flexibility my feet still hurt. I have fasciosis as well.
Check the treatment triad out to see what a doctor has to say.

Have you tried ART? I never had morning pain and ART is the only thing that has given me any relief.
