Material for making orthodics

I've had podiatrists try to make me several pair of hard plastic orthodics, and all of them are so painful I can't wear them. I had someone make me a cork pair, and they are so comfortable I was able to run in them two days after getting them, and previously I had been unable to run for 3 years. I would like to be able to make more orthodics exactly the shape of these cork ones, so that they would fit in more shoes (they work great in my running shoes, but not much else). I'd like tomake some plastic ones for my other shoes, and build up my teva water sandals to the same shape. But I can't find any material that works. I tried silicone caulk, but it didn't work out. Does anyone know where I can find some liquid or soft material that would get hard, and yet have some give (like the material plastic orthodics are made of)? I want to make a cast of my cork orthodics and then simply duplicate them; I don't have the skill to grind down a piece of plastic to the same shape. I'd also like some sort of liquid rubber that hardens for my water sandals. Any suggestions would be appreciated. Thanks,
