Your heel spur may be growing to help take the strain off the tendon, more so on the leg where the calf muscle is tighter. We all favour one side or the other to some extent, one arm and leg stronger than the other, one slightly shorter than the other, this all affects how muscles, tendons and joints work. As you stretch, do not go past the point on the 'bad' leg to reach maximum stretch on the other, you could hurt yourself. Slowly over time keep stretching both and you should find that they will equalize, which might just change how you walk and change how your PF presents itself.
