Dexamethasone by iontophoresis worsens pain

I was recently given dexamethasone by iontophoresis for what was diagnosed as plantar fasciitis (it now appears there is also a neurological component - the exact nature of which has not been diagnosed, but I have burning and numbness). I was so sensitive (at times it felt like electrical shocks) to the delivery of the dexamethasone that it had to be turned down to 1/5 the normal delivery rate. In addition, I experienced a worsening of my symptoms and much pain for approximately one day afterwards. I was treated twice, both times with the same results. No one has been able to tell me why this would make my symptoms worse. Is there any clue here as to the diagnosis of my problem?
